After great feedback from World Domination and Nathan, I have decided to put forth an exact and detailed process.

HKCM:
First off RSF will need a user to lead this section. The title of this position would be HKCM (Head Knowledge Center Member). This position would either be a moderator, or have the capabilities to move, lock, open, sticky, and delete guides and posts. He would essentially be in control of the section. To appoint this person the moderators could hand pick him, or users could apply by filling out the following:
- Why you feel you would be fit for HKCM.
- 3-5 guides which you have created.
- What your main goals will be.
- Will you vote fairly and critique others fairly?
KCTM:
This would be the members which have applied through the rigorous application process which I have provided below. Their application will be moved into the pending section, as soon as the HKCM sees it, and it will be reviewed by the team. All members of the team will vote and the polls will be opened for 48 hours. If the application wins the majority of the vote, he will be welcomed to the team.
Forums Needed:
There will be multiple forums needed. On the main page there would need to be User Submitted Guides, Applications, Knowledge Center, and Guide Requests. There would also need a private forum needed for the members which are part of the team. This would need 2 sections. General Discussion and Application Voting. Inside of Application voting the HKCM would only be able to post. Inside of User Submitted Guides, any member would be able to post a guide and it could get approved or denied and the HKCM would post on it approving it or denying it and move it into the Knowledge Center. Inside of Application would be for anyone to post an application for the team. Inside of that there should be an approved, denied and pending forum which will allow users to know their status on their application. The Knowledge Center will be where only HKCM's and KCTM's will be able to post not normal members and they will post guides. Approved guides will also be moved here. Also there would have to be sub-forums which would categorize the guides and each go would go into the specified categories. There should be about 3-4 categories. Lastly, Guide Requests is where anyone can request a guide.
