Most likely just went over the bandwith limit. And if they state that you can't upload pirated software in the ToS then it's not there problem.

I read ToS also and they only force you to upgrade hosting but that may shut down the site until its paid for.

That means that the administrator or owner hasn't paid for his hosting services. As soon as he pays it will be back up. It could also mean that he has done something wrongly, and he his hosting has been suspended.
