Why doesn't some admin just go into the admincp and change his recovery email? Or can you not edit the root admin or something..

He was on msn last night. I didn't know this was a problem until now, I've been quite inactive :-)

Him and Matt have some protection thing that you set in the config.php when setting up the forums. You put user ids of anyone that you don't want any admin to be able to edit.
